W hen it comes to sharing budget pain, New York's libraries have endured more than their share over recent years. So much pain, in fact, that the New York State Library in Albany has run out of money for book acquisitions this year. Normally, the library receives enough funds to acquire some 14,000 volumes annually.

What does it say about a state that no longer places books on its list of priorities? Only that its priorities are skewed. A civilization can't exist without the written word. Nor can the state library system, which is the premier resource tool for scholars, exist when state budgeteers slash funds …
